Dresses and Phelps are both good so it might be dressel in my opinion
Caleb is a specialist just starting out while Phelps showed a wider range of skills and the kind of longevity rarely seen.
I think Dressel is the better butterfly and freestyler but Phelps is the better all around. Phelps is good in all strokes. I've only seen Dressel in the fly and free.

Both are legendary swimmers. Phelps is good at distance, Caeleb is good at speed. Caeleb is also younger. I had a lot of younger swimmers aspire to be as fast as me and a couple years later they were! Also had a couple older swimmers faster than me, later I outpaced them. Caeleb has a really long streamline, that is really what gives this guy an upper hand in any swim.
Michael Phelps is the best, hands down. Longevity wins out

As the technology progress the human capability also follows,he might broke all the past records but it's meant no shit (can't be compared with the past). It's all about dominance in the era they were competing. Let's compare it at the end of their careers.

Both are great but my first love is Phelps
Dressel may be faster in a few disciplines, but Phelps is easily the greatest all around swimmer in history, no doubt.
Also, comparing these two men is comparing apples and oranges. Dressel is a sprinter. Phelps is a middle and long distance swimmer. Dressel is about bursts of speed. Phelps is about consistency and endurance. That's why he had such a long career and why the back half of his races were always the best. Both men are good but Dressel cannot be called a legend (yet-we'll see). Phelps is a legend and an icon- his kind come around once in a lifetime :)
Pose this question again when/if Dressel surpasses Phelps' record 28 Olympic medals with 23 of them gold. Until that happens, Phelps is the GOAT- no debate needed :)
