I don’t think there are enough meets for the swimmers to compete in for the amount of work they need to do. Unlike other sports the calendar is usually 10 months per year hence the popularity and cash. If there is only 1 major meet per year it’s hard to generate enough money. But in order to perform in that particular meet they need to train tirelessly which is really “unfair”.
As a swimmer myself, I unfortunately don't think this has anything to do with the sport. It's more about popularity. The leaders of swimming and athletes should be making it priority to get more people involved which will result in increased earnings via ads, sponsors, etc. The ISL has done a pretty good job and getting that format set up now they just need to work on building that viewer base, increasing frequency etc.
It’s harder than basketball and football tho
In NBA or world tennis or european soccer, the pros compete virtually every a few days and maintain very consistent performance over the entire season, which last more than half a year up to almost full year. Even professional runners, which should be similar to swimmers in terms of format and goals, maintain their performance more consistently throughout the year. However, most swimmers don't prepare to be at their best during seasonal meets, even the pro ones. Their training is based on periodization that makes them peak only at certain time each year, or may be just to peak at trials, Olympics, and World. While this may be similar to boxing, swimming still lacks another feature of popular sports, the one-on-one fight in which the underdog can pull off the upset.
